I have been diabetic sort 2 for 7 months already(20 yrs old). today, we beheld my toe finger relocating downwards by itself as if it was being focussed as well as it additionally felt dull along with the slight pain. What could this presumably mean/be?

I seriously doubt it at your age and the length of time. But if you were diagnosed with diabetes 7 months ago, that means you probably had it for quite some time before that. Some people don’t know they have it until they have ‘complications’. Still, I doubt it.
Diabetes affects your circulation, so you sometimes get ‘numbness’ (and other strange feelings), but that’s not neuropathy (neuropathy is actually painful!) I get numbness in my feet, it comes and goes, I find it helps to walk a mile or two. If you use your hands, flex the muscles, squeeze a tennis ball or something, it should go away.
There are strange symptoms sometimes. When I go outside in the Winter, when it’s cold (well, as cold as it gets here in California) my feet feel really cold and I sometimes could swear my socks are wet! I stop and take off my shoe and by golly, they’re dry. That’s also a symptom of poor circulation (but still not neuropathy).
It is not diabetic neuropathy.
Diabetic neuropathy affects all peripheral nerves: pain fibers, motor neurons, autonomic nerves. It therefore necessarily can affect all organs and systems since all are innervated. There are several distinct syndromes based on the organ systems and members affected, but these are by no means exclusive. A patient can have sensorimotor and autonomic neuropathy or any other combination. Symptoms vary depending on the nerve(s) affected and may include symptoms other than those listed. Symptoms usually develop gradually over years.
