Lubriderm/Lubrisoft works well. There’s also a product called Foot Miracle Cream. You may be able to find it online as I’m not sure if stores sell it.
My grandmother used Lubriderm. -http://www.lubriderm.com/ Her doctor would recommend that brand if she did not have the prescribed one.

if the problem is only dry foot, there are no need to buy expensive creans….. you can use any moist cream which has oily base…. aloe vera is also best option for your mom…. it helps to improve local immunity and keep feet free from bacteria and fungus…. before applying cream/aloe vera pulp pls. put legs in warm water for atleast 5-10 mins. when possible…
diabetic foot is formed when your mom’s sugar level is rised and it happened for so many days……. so keep blood sugar in control & checkup blood sugar regularly……
Get some flexitol hell balm its for diabetic feet its kind of greasy but will soften the feet with regular use good luck
