Generally a low GI diet is good for diabetics as it gives a slow release of sugar into the blood stream. It's pretty easy, you just look up if a food is high or low GI and pick the lowest one. You can still eat high GI foods but only when mixed with a low GI one; eg little bit of beetroot in a sandwich with a grainy bread. But really he should first of all try whatever diet his doctor recommends

Beets are among the worst things he could eat. He needs to eat legumes with small amounts of whole grains (brown rice, whole wheat bread, quinoa grain or red bulgur with the outer fiber layers intact). He must stay away from fruits, but have plenty of vegetables except for these:
No potatoes
No beets
No corn
No carrots

Let your taste buds be your guide... If it's sweet it's bad for a diabetic.
If he can have eggs, those are great, but if he's a strict vegetarian then he needs to eat legumes mixed with whole grains (lentils, beans etc)
